Homes pre-commencementDeveloper Esquire Developments

Received and validated on 8 October 2026. Condition 9 requires a Construction Environmental Management Plan to be approved before any phase of the development begins, including site clearance or preparation. The Inspector listed it at paragraph 78 of the appeal decision among the conditions that must be agreed before any works start on site. Until this application nobody had applied to discharge it. Medway’s register describes the application as ‘S278 Cooling Rd RBT’; the application form gives condition 9 and lists ‘CEMP Rev.00’ with four drawings, a sports pitch logistics plan, a site logistics plan, a construction traffic route and a haul road link. On 17 October 2026 Medway’s file held the application form and the four drawings, each marked DRAFT, but not the plan itself. The form gives the sports pitch logistics plan as A-ESQ-096-XX-1000; the sheet filed prints A-ESQ-096-XX-1001, the number of the site logistics plan. Medway’s consultation runs from 14 October to 4 November 2026 and its own target date is 3 December 2026. On 17 October its register recorded no comments.

  • The condition covering site clearance and preparation, in every phase
  • Where the compounds, haul road and construction traffic would go
  • The plan the form lists is not on the public file
  • A pre-commencement condition on the permission for up to 250 dwellings

The group’s objection builder has three points Medway has to answer on this application:

  • The plan itself has not been published
  • The register describes a different application
  • Every drawing is marked draft and one carries the wrong number
